HCRA Welcomes New Chair and Vice Chair of Board of Directors

Terence Young and Sam Biasucci appointed to news roles on HCRA Board

TORONTO, October 8, 2024 – The Home Construction Regulatory Authority (HCRA) is pleased to announce the appointment of Terence Young as Chair of the HCRA’s Board of Directors, and Sam Biasucci as Vice Chair. Both have previously served as HCRA Board members.

A former federal MP and provincial MPP, Terence Young is currently President of Gravitas Strategies, a strategic communications firm. Salvatore “Sam” Biasucci is President and owner of Sal-Dan Developments Limited, with more than 40 years of experience in residential construction, land developments and civil construction.

“We are fortunate to have such tremendous experience and expertise on the HCRA Board,” said Wendy Moir, the HCRA’s Chief Executive Officer & Registrar. “As Ontario’s new home construction sector continues to grow, their leadership is vital to our consumer protection mandate and providing strong oversight of the people and companies building new homes across the province.”

As Chair, Mr. Young succeeds Marg Rappolt, who remains on the HCRA Board. Mr. Biasucci takes on the Vice Chair duties from Av Maharaj, who has retired from the board along with Virginia West, who chaired the Board through the HCRA’s launch in 2021.

“We are extremely grateful for what Av and Virginia brought to the HCRA for many years. Both were instrumental in preparing the HCRA to begin operations, then helping to transform the organization to its current steady state,” Moir said.

The HCRA Board also welcomes a new member – Bohodar Rubashewsky. Mr. Rubashewsky served in the public sector for more than 30 years, including senior executive roles in six government ministries. For five years he served as Vice President - People, Corporate Innovation and Services at Holland Bloorview Kids Rehabilitation Hospital.
