The HCRA Announces New CEO and Registrar

TORONTO, March 12, 2021 – The Board of Directors for the Home Construction Regulatory Authority (HCRA) is pleased to announce that Wendy Moir has been appointed as the new CEO and Registrar of the HCRA, effective April 5, 2021.

Wendy most recently served as the Vice-President and Registrar, Licensing and Consumer Services for BC Housing. She has over 20 years of experience in the licensing and regulation of professionals, legislative and policy development, construction, housing, and consumer protection.

“We are very pleased and fortunate to have someone of Wendy’s calibre and experience to guide the HCRA forward,” said Virginia West, Board Chair of the HCRA. “Our board is confident she will be a valuable leader to the HCRA and her work as the Registrar and CEO will serve to strengthen consumer protection in Ontario.”

Wendy was responsible for administering the Homeowner Protection Act in British Columbia for 16 years as Deputy Registrar and then Registrar, overseeing builder licensing, compliance and enforcement, and consumer services. She has led important change initiatives to increase the quality of residential construction and strengthen consumer protection.

“I am delighted to be working with the Board and staff of the HCRA to move forward its consumer protection mandate,” said Moir. “Together we will continue to implement high standards for builder competency and conduct, to protect consumers and to increase the quality of home construction in Ontario. We will work to deter unethical and illegal builders, and promote a fair marketplace. I look forward to engaging with all stakeholders to advance this most important work.”

Moir succeeds interim CEO and Registrar Tim Hadwen, who will retire from the HCRA at the end of its fiscal year (March 2021). The HCRA and its board are grateful for his leadership in successfully launching the organization.
