HCRA Takes Action Against Two Builders

Mansoura licence refused; Altona fined $20,000

TORONTO, September 11, 2023 – The Home Construction Regulatory Authority (HCRA) has taken action against two Ontario home builders due to concerns of improper conduct.

  • The HCRA has refused to renew the licence of Mansoura Development Inc., on the grounds that the company has failed to meet conditions imposed by Tarion regarding warranty claims. Mansoura was required to complete a Customer Service and Tarion Requirements course, following repeated failure to resolve warranty claims. Despite numerous opportunities to demonstrate its competence by completing this course, the company failed to do so. Mansoura is no longer able to build and sell homes in Ontario.

  • Altona Custom Homes and a director of the company were convicted in Provincial Offences Court of failing to enrol a new home in the Tarion warranty program – as required by Ontario law. The company was sentenced to a fine of $20,000, with the director fined an additional $10,000.

"Having a licence to build and/or sell new homes in Ontario requires maintaining high professional standards," says Wendy Moir, the HCRA’s Chief Executive Officer and Registrar. "The HCRA will continue to follow through on complaints and concerns about a builder’s conduct, to protect consumers and to ensure a level playing field for builders."

About the HCRA

The Home Construction Regulatory Authority, launched on February 1, 2021 as Ontario’s newest regulator, is responsible for licensing the people and companies that build and sell new homes in the province. To receive and/or maintain a licence, builders and vendors must demonstrate that they have the right technical skills to build homes, the financial capacity to run a homebuilding operation and will adhere to the province’s Code of Ethics.

The HCRA enforces high professional standards for competence and conduct in the homebuilding industry, giving new home buyers confidence in one of the biggest purchases of their lives. The HCRA also maintains consistency across the sector, curtailing unethical and illegal builders.

In addition to licensing, the HCRA provides educational information for consumers on their home buying journey, and hosts the Ontario Builder Directory – the official source of background information about each of Ontario’s more than 6,500 new home builders and vendors.
